Production and Preservation NOFA

We are excited to offer over $200 million dollars to support affordable housing projects across Los Angeles County through the Housing Production and Preservation Notice of Funds Available (NOFA). This funding is made possible through Measure A, generating over $1 billion annually to support affordable housing, homelessness prevention, and rental protections.

Applications for the Production and Preservation NOFA are being processed. LACAHSA published projects that met threshold requirements on March 6, 2026 and published the scoring for Round 1 projects recommended to IRC (501(c)(3) Bond Eligible Projects, Predevelopment Loans, Construction Loans and Light Rehab Loans) on March 27, 2026. Round 2 recommendations to IRC (LIHTC projects, ODR-only Projects and Rental Subsidy-only projects) will be published on 4/23/26. Additional information about the NOFA, including the NOFA Q&A and the NOFA Responses Dashboard is available below.

This funding opportunity implements LACAHSA’s Production and Preservation mandate, authorized under Senate Bill 679 and funded by Measure A.

LACAHSA funds may be used only for eligible multi-family affordable housing projects, subject to the requirements of SB 679, Measure A, the Transitional Program Guidelines, and the applicable Financing Product Term Sheets in Exhibit C of the NOFA. Projects may serve households earning up to 120% of Area Median Income (AMI), with affordability requirements varying by financing product.

Financing products available under Production and Preservation NOFA include:

  • Predevelopment Loans
  • Senior Construction Loans
  • Senior Permanent Loans
  • Subordinate B-Notes
  • Residual Receipts Loans
  • Matching Capital Grants
  • Light Rehabilitation Preservation Loans
