LACAHSA plans to invest up to $15 million to advance the mission of Community Land Trusts and Naturally Occurring Affordable Housing in creating affordable rental, ownership, and lease-to-own housing for lower income households in the County of Los Angeles.
Los Angeles County Affordable Housing Solutions Agency (LACAHSA) has launched its Stakeholder Engagement process to gather valuable feedback to design a funding program to support Community Land Trusts (CLTs) and Naturally Occurring Affordable Housing (NOAH).

LACAHSA hosted two Listening Sessions on CLT/NOAHs to gather stakeholder feedback for Phase I of the CLT/NOAH Program and the revised term sheet has incorporated that feedback where feasible. The Listening Sessions were held on January 21, 2026, and February 11, 2026. Presentation materials and recordings can be found under the Listening Sessions links below.
LACAHSA hosted two Training Sessions to discuss the draft workbook and checklist application materials. The Training Sessions were held on June 18, 2026, and July 23, 2026. The recording and slides for those sessions can be found in the “Training Sessions” section below.
