Through this Request for Proposal (RFP), LACAHSA seeks to procure:

1. An independent evaluator to design and implement a rigorous, multi-year evaluation of the RenterAid program. As a new and evolving intervention, the evaluation is intended to both support near-term program improvement and generate credible evidence on program effectiveness over time. The evaluation will be structured to include a developmental and formative phase focused on implementation, access, and early outcomes, followed by a rigorous impact phase focused on estimating the causal effects of program access on housing stability. The evaluation is expected to address three core areas: (a) program implementation and system performance, including how households access and move through services (b) the extent to which RenterAid improves housing stability over a 3-month to 4-year time horizon (3-month, 6-month, Year 1, Year 2, Year 3, and Year 4), and (c) the factors associated with sustained housing versus loss of housing.
2. A qualified contractor to design and develop an Affordable Housing Supply database of affordable housing units in Los Angeles County, categorized by submarket and jurisdiction. The Affordable Housing Supply Database project will support the advancement of data strategies that clarify affordable housing supply and needs across the region and assess the impact of LACAHSA’s investments over time. This work is distinct from, but complementary to, the RenterAid evaluation.
