Program Overview
LACAHSA’s Renter Protection and Homelessness Prevention (RPHP) addresses housing instability by helping renters avoid eviction, displacement, and homelessness. RPHP achieves this by making funds available for a comprehensive combination of renter protection and homelessness prevention services within an integrated, accessible, countywide approach.
RPHP assistance is temporary and short-term, designed for individuals and families who are currently housed and facing an immediate housing crisis. RPHP does not fund services for people who are already experiencing homelessness, and it does not provide long-term rental subsidies or permanent housing assistance (generally longer than six months).
Integrated Services Model RFP
LACAHSA is requesting proposals from qualified non-profit organizations, public agencies, and for-profit organizations with demonstrated experience in supporting Los Angeles County households experiencing an immediate housing crisis and at risk of losing their housing, to support the launch of LACAHSA’s Integrated Service Model (ISM).
Through this RFP, LACAHSA seeks to contract multiple Prime Contractors for the following components of the ISM:

- Housing Stability Linkage Team
- Central Fiscal Administration
- Legal Services
- Relocation and Stabilization
