Production and Preservation NOFA

We are excited to offer over $200 million dollars to support affordable housing projects across Los Angeles County through the Housing Production and Preservation Notice of Funds Available (NOFA). This funding is made possible through Measure A, generating over $1 billion annually to support affordable housing, homelessness prevention, and rental protections.

Applications for the Production and Preservation NOFA are now closed. LACAHSA will publish all respondent self-scores on February 3, 2026. Furthermore, LACAHSA will publish the scoring and ranking for all projects that met the threshold requirements on February 11, 2026. Information about the NOFA and NOFA Q&A responses is provided below.

Program Overview

LACAHSA is issuing a Notice of Funding Availability (NOFA) to support the production and preservation of multifamily rental housing across Los Angeles County. This funding opportunity implements LACAHSA’s Production and Preservation mandate, authorized under Senate Bill 679 and funded by Measure A. 

LACAHSA funds may be used only for eligible multi-family affordable housing projects, subject to the requirements of SB 679, Measure A, the Transitional Program Guidelines, and the applicable Financing Product Term Sheets in Exhibit C of the NOFA. Projects may serve households earning up to 120% of Area Median Income (AMI), with affordability requirements varying by financing product. 

Financing products available under Production and Preservation NOFA include: 

  • Predevelopment Loans 
  • Senior Construction Loans 
  • Senior Permanent Loans 
  • Subordinate B-Notes 
  • Residual Receipts Loans
  • Matching Capital Grants 
  • Light Rehabilitation Preservation Loans 
  • Rental Subsidies 
  • Operating Deficit Reserve Subsidies

Eligibility

To ensure funding is disbursed and applied appropriately, LACAHSA has established specific eligibility criteria for both applicants and projects. The following outlines who can apply and the types of projects that are eligible for funding under the NOFA.

Eligible Applicants 

LACAHSA invites nonprofit and for-profit housing developers to apply for funding under Production and Preservation NOFA. The Applicant must be the legal entity that will own or control the proposed multifamily rental project. Consistent with the NOFA, projects owned by Eligible Nonprofits are prioritized, particularly where tax-exempt bond financing is utilized.

  • Applicants must demonstrate development capacity and financial solvency.
  • Community Land Trusts (CLTs) and community-based nonprofit sponsors are encouraged to apply.

Eligible Projects 

Multifamily rental projects (including new construction, acquisition/rehabilitation, or preservation) that meet the requirements of the applicable Financing Product.

Community Land Trusts are encouraged to apply to the Production and Preservation NOFA.

Homeownership initiatives and Community Land Trusts/NOAHs specific funding will be offered under separate NOFAs anticipated in Q1 2026.

Review and Award

Applications will be scored per the applicable Financing Product Scorecard. The Investment Review Committee will recommend funding to the Board, which makes final awards at its sole discretion.
