Julie Leadbetter is a national leader in affordable housing, homelessness prevention and response, and systems change. As Chief Program Officer at LACAHSA, she leads the agency’s work on renter protections and homelessness prevention, building the regional infrastructure needed to deliver innovative, countywide housing solutions.

Her work focuses on scaling impact, strengthening coordination, and ensuring programs are effective, equitable, and accountable to the communities of Los Angeles County. She works closely with LACAHSA’s leadership team, board of directors, and external partners to dramatically expand the resources available in the County to keep people safely and stably housed. Julie’s role blends vision and operational expertise, drawing on years of experience pioneering new service models and fostering high-impact partnerships across public and private sectors.
Prior to joining LACAHSA, Julie was Principal of Leadbetter Consulting where she advised organizations such as the Chronicle Season of Sharing Fund, the longest running emergency assistance and homelessness prevention fund in the San Francisco Bay Area. She also served in leadership positions in non-profit and government agencies including Episcopal Community Services of San Francisco, San Francisco Department of Homelessness and Supportive Housing, San Francisco Mayor’s Office, Alameda County’s EveryOne Home, and the New York City Housing Authority. Her leadership has been instrumental in launching groundbreaking initiatives like San Francisco’s Navigation Center and local tax measures such as San Francisco’s Our City, Our Home/Proposition C and Alameda County’s Home Together/Measure 

Julie holds a Master’s in Public Administration from Harvard Kennedy School and a BA in Anthropology from Stanford University. She is a lifelong advocate for housing justice.
