LACAHSA

LACAHSA Housing Solutions Summit 2025

Los Angeles County is taking bold action on housing

Housing experts, elected leaders and voters have come together in this unique moment to create the L.A. County Affordable Housing Solutions Agency (LACAHSA).

The mandate is clear: do more, together. The status quo is not enough.

LACAHSA’s Board of Directors has taken this mandate and run with it: exploring innovative financing strategies, new models of collaboration, and moving quickly to test and scale up impactful ideas.

A Countywide commitment and a shared responsibility

Measure A, alongside the state legislation that created LACAHSA, ensures that every dollar is spent with purpose, directed toward producing more housing, preventing homelessness, and empowering local communities. Centering accountability and flexibility, roughly 70% of program funds go directly to 13 Eligible Jurisdictions – cities, councils of governments, and housing trusts – with oversight from LACAHSA- while LACAHSA retains 30% to lead countywide efforts, drive innovation, and respond to emerging challenges.

Tools to Build, Protect, and Prevent

LACAHSA’s flexible funding tools are designed to reflect the diversity of our region’s housing needs. Cities and partners can use funding to invest in new affordable homes, provide emergency rental assistance, offer eviction protection, or support first-time homebuyers- just to name a few eligible uses.

Local governments and practitioners also receive technical support to strengthen their capacity to help get housing built and unlock additional state and federal resources.

Every investment is aimed at the same goal:

Making housing more affordable and preventing homelessness from happening in the first place.

Our Role and Promise

LACAHSA is an independent agency created to deploy innovative housing financing tools, accelerate affordable housing production, and prevent homelessness before it happens. With deep expertise and strong partnerships across sectors, LACAHSA is built to drive meaningful progress through relentless focus.

Our vision is bold: to become the nation’s leading independent social impact public entity for affordable housing and a lasting force for stability, dignity, and opportunity in Los Angeles County.
