Michael Maurer is a partner at Best Best & Krieger LLP (BBK) and leads the firm’s Municipal Law practice group. He brings deep experience and strategic insight to the daily operations of local government agencies, with a focus on ethics, governance, housing and other public infrastructure, and complex governmental transactions.
Mike serves as Co-General Counsel to the Los Angeles County Affordable Housing Solutions Agency (LACAHSA), where he supports regional efforts to address the housing crisis through innovative, collaborative legal and policy solutions. In this role, he helps guide one of California’s largest multi-jurisdictional housing agencies in navigating intergovernmental cooperation, public financing, and legal compliance as it works to expand affordable housing throughout Los Angeles County.
At BBK, Mike frequently advises regional and local government entities on public-private partnerships and interagency collaborations aimed at delivering vital services such as housing, transportation and healthcare. He has successfully negotiated funding and implementation agreements for supportive housing developments, economic revitalization efforts, and major infrastructure projects. His transactional work often involves multimillion-dollar contracts and creative procurement strategies, including for cutting-edge technologies and services.
Mike’s dedication to public service was sparked during his time at the UC College of the Law, San Francisco (formerly Hastings), where he worked with community groups through the Community Economic Development Clinic. That experience continues to shape his commitment to empowering local leaders and improving communities through thoughtful legal counsel.
Mike received his J.D. from the University of California College of the Law, San Francisco and his B.A. from Chapman University.
