As Chief Human Resources Officer at LACAHSA, Louisa leads talent strategy, organizational development, and internal culture-building for the agency, ensuring that LACAHSA’s mission is reflected in every aspect of its operations.
Louisa brings more than 20 years of experience leading HR strategy in the public, nonprofit, and private sectors. Before joining LACAHSA, she served as Chief Human Resources Officer at the Colorado Coalition for the Homeless, where she oversaw HR for over 800 employees and implemented strategies that positively impacted attrition, retention and all aspects of the employee lifecycle. Her approach centers on transparency, engagement, and scalable systems while fostering inclusive, high-performance teams.
Previously, Louisa held senior talent leadership roles at Gorilla Logic, SAFEbuilt, Alteryx, and Staples, where she developed global recruitment frameworks, led major organizational change efforts, and guided executive teams through mergers, acquisitions, and rapid growth phases. She is a trusted advisor on labor relations, DEI strategy, workforce planning, and leadership development, and has repeated success in building HR functions from the ground up.
Louisa studied Music and Business at East Berkshire College in England, is a SHRM-SCP candidate and was awarded 2024–2025 SHRM DEI Champion. She brings creative energy, empathy, and discipline to her work, and a deep commitment to making the housing sector a more just and supportive space for workers and communities alike.
